Deactivate license for unavailable server

Hello,
How can we deactivate a license for an unavailable server? I mean, access to the server is unavailable and IP can't be set to the new server.
The deactivation returns : "The license is already deactivated or does not exist"
An the activation script shows the following:
{ "result":"The license xxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxxis already activated. Please deactivate license before running new activation.","status":"ERROR"}

Activation failure: The license xxxxxxx-xxxx-xxxx-xxxx-xxxxxxxxxxxx is already activated. Please deactivate license before running new activation.
