From your screenshot, i'm able to see that websocket connection was not established.
Looks like an issue related Windows Safari and Websockets.

We didn't test this on Windows. Please test on latest Mac OS Safari.
It works well for me in Mac OS Safari 10, 11 beta.

We have upgraded almost all of our Safari to 11 beta.
Once we downgrade and test this, I will able to inform you about our results.

Hello
We have installed latest Mac OS Sierra 10.12.6 and Safari 10.1.2
It works.

1. Make sure Flash Player 27 is installed and running.
Safari - Setting - Plugins - Plugin settings - Enable Flash Player
Please share screenshot with Adobe Flash Player settings.
2. Make sure you have a camera and the camera is working and not busy by another application (i.e. skype or browser).
If you open context menu on the Local area, you should see Adobe Flash player settings. There you can check if your cam is plugged and captured by Flash Player.
