If you have low quality of video (if publishing of the stream goes under Windows 10 or Windows 8 ), please check out Known issues.
Perhaps, you need turn off hardware acceleration in the browser, switch the browser of the server to use the VP8 codec.
For 720p good quality - bitrate 3000 kbps and 30 FPS. To control bitrate when publishing, use minBitrate and maxBitrate. See details on this page. Note that to force the bitrate in the browser Chrome and its derivatives, you must use SDP or special server settings.
