You have old server version.
Please install a new one (5.1) from scratch or update to the latest version.

I updated to version v. 0.5.28.2747 - 5.1.3356-584520f10d3cbac576cbe67fbfadc11d2111cbb0 but same problem occurred

Try to update to the latest available version from Release Notes

For now it is 3506

If it does not work, try to add setting
rtp_force_synchronization=true in WCS_HOME/conf/flashphoner.properties
