First of all, your camera has no movement. So it is normal behavior if you see low bitrate on a static picture (about 10 kbps).
Since we didn't have a chance to test real USB camera, we have installed Manycam (manycam dot com). You can uninstall if needed.
First Test
1. We have turned off hardware acceleration in Google Chrome.
2. Using Manycam, we selected Manycam Virual Camera in Google Chrome and fetched a YouTube channel.
3. We tested Media Devices example publishing with 1280p stream.
As you can see from screenshots, bitrate is about 2.5 Mbps and stable.
