Website not working after install complete

I confirmed the services are running using ps ax and also confirmed I have no firewalls running. Both the WS and WSS URL options (8080 and 8443 respectively) are configured and seem to be working (local telnet connects). However, most browsers don't load the page at all, and those that do only show a few oddball characters. The entirety of the returned site is this:
