rtmp republishing, possible bug

Hi

It looks like somewhere between version 5.2.568 and 5.2.586 the rtmp re-publishing has bug, when re streaming a webrtc udp session without audio the rtmp server gets the connection bitrate is 0 downgrading to 5.2.567 then everything works.
