Попробуйте обновиться до версии 5.1.3489. На данной версии на наших серверах задержки при трансляции не наблюдаются. Настройка rtp_force_synchronization=true должна быть установлена, в противном случае воспроизведение может не стартовать из-за отсутствия синхронизации.

Такой возможности в настоящее время нет. Все возможности микшера описаны в документации.
